It seems that every low-level jobs require two years to three years of experience. The problem is that if you dont have experience, how can you have experience to get that entry position with 3 years experience?
where can I find entry level jobs in such tough economy? What are the best job resource for new work force?

There are several ways to get experience. Most undergraduates at my school have 1-3 internships before graduating. These give you work experience, and they often lead to a full time at graduation.
Another option is taking a temporary job in your field. They are much easier to get than permanent jobs and often become permanent. Also, they give you a chance to get work experience which will help in looking for a job down the road.
Volunteering is another option. Find a volunteer organization in your area to get work experience in your area.
The last option is graduate school, and it’s effectiveness depends on your field. In some fields, the master’s degree is the standard working degree, not a bachelor’s degree. Master’s degrees are often treated as 2 years equivalent work experience. However, that requires two more years of schooling, and student loans, so think long and hard before pursuing a master’s degree if you don’t need one. You might just end up overqualified for any job you apply for.

In terms of a Job Resource, I would use http://www.indeed.com. It provides a wide array of search options, and it compiles jobs from a ton of other job sites.
As for getting an entry level job, I would call local businesses and speak to their HR departments. Internships are a perfect way to gain important experience that employers require. Ask someone in HR if there is anything available, whether it be full-time, part-time, internship, even an administrative assistant job. All you need to do is get your foot in the door, then you can prove your worth to them through determination and hard work.
